熊本からJICAの「配偶者及び子女一時呼寄せ制度」でフィリピンに行ってきました。（現地訪問編１ JICAフィリピン事務所訪問）

2025年になりましたが、我が家で今も気しているのは、在フィリピン日本国大使館からのマニラ邦人被害アラートです。2024年後半から急増していました。この状況下、昨年途中になっていた「熊本からJICAの「配偶者及び子女一時呼寄せ制度」でフィリピンに行ってきました。」の「任地訪問編」ブログを完結しなくてはと、今更ながら思いました。

外務省のHPによると、マニラでの邦人強盗被害は2024年は10月に2件、11月に3件、12月に2件と拳銃強盗が立て続けに発生報告がありました。そしてついに2025年1月の報告では、発砲による負傷者の報告がありました。前回のフィリピン到着編で、夕食に夜10時前後のマニラの街を、徒歩で行き来したと報告しました。当時、知らない異国の夜の街の喧騒と、現金輸送車らしい見慣れない物々しい装甲車が往来していた様子を、不気味な気持ちで眺めていました。最近の状況下であれば、もっと怖かっただろうなと思います。

強盗事件はクリスマスを盛大に祝うフィリピンの文化の影響もあり、年末に集中しがちとのことです。しかし、これだけ件数が多いのは異例のことだったらしいです。妻はこれから仕事でマニラを訪れる機会が増えるので、不安だと言っていました。もちろん、日本で様子を聞いている我々は、ただでさえフィリピンの治安について気にしているのに、一層不安が募ります。唯一気持ちを落ち着かせる希望としては、やはり5月に現地を訪問して、この目で今妻がいる環境を見たことだと、今は感じています。

JICAフィリピン事務所にご挨拶

5月2日月曜日。マニラで初めての朝を迎えた日は、まずはマニラのJICA事務所にご挨拶に伺いました。

もちろん事前に今回の旅程を報告してアポイントメントをとってのことですが、次長を初め関わる3～4人の方が会合の時間を割いてくださいました。世間話をしながらの和やかな場でしたが、日本としてボランティアが現地活動する意義、活動の現状と今後、サポートの体制等々、たくさんの時間を割いていただいた印象でした。

私はこれまで、様々なレクチャーを妻から、JICAのHPから、ネットの様々な情報から得て理解しているつもりでした。これまで協力隊だけではなく日本からの海外活動で、実際には様々な事件や事故が起こっています。

マニラのドミトリーを見学した際には、隊員への喚起のために掲示された事故の記事を現地で見た時、送り出す家族としても覚悟をしつつも正直、今更ながら複雑な気持ちになりました。ましてやほとんど海外経験素人が単身女性として治安の不安定な発展途上国に一人赴く妻ついての心配は、想像だけでは完全に払拭できるとは言い難いです。

しかし結果として、この度サポート体制を現地で垣間見たことは、皆様にすがる思いと合わせて彼女を見守る覚悟の気持ちを強くしてくれた気がしています。

JICA事務所は、綺麗な高層ビル群の一室でした。入り口では金属探知機と警察犬にチェックされ、一階フロアは武装警官が警備していました。私は事務所訪問後疲れたので、その一階のちょうど良さそうな手すりに思わず腰掛けてしまいました。…ったところが、どうも座ってはいけないところだったらしく、その武装警官に突然声をかけられました。何、優しく「そこ座っちゃダメよ」っと言われたようでしたが、こっちは慣れないことなので、無意識に軽くホールドアップして飛び上がって立ち上がりました。

あとで妻が耳打ちしてくれたのですが、どうもそこは構造上壊れるので、寄りかかってもいけないところだったらしいのです。もっと早く教えてくれれば。。。往来の人々にもあ～あ田舎もんがという目で見られているようで、ちょっと恥かしかったのでした。

その後、この比較的治安が安定していると言われているこの付近でも、邦人の拳銃強盗が発生しています。また、訪れるJICA海外協力隊員が近くで横断中に、突然ポケットを探られるということもあったらしいので、事態はやはり若干緊迫していると言わざるを得ない状況だと思いました。さて、事務所へのご挨拶を終えたのでいよいよ彼女の職場に移動するため、妻がいつも任地との往来に利用しているバスターミナルから高速バスで、バタンガスに向かいました。続く。

追記
JICAの「配偶者及び子女一時呼寄せ制度」は2024年に、残念ながら廃止なったようです。2025年1月現在、一般社団法人 協力隊を育てる会が毎年企画している、「現地視察の旅」での訪問のみのようです。

We have visited the Philippines from Kumamoto under JICA's Temporary summoning system for spouse and children.

January 2025. What we are still concerned about is the warning from the Japanese Embassy in the Philippines regarding crimes against Japanese nationals living in Manila. The number of cases increased rapidly in the second half of 2024.  Under these circumstances, I have come to the conclusion that I must complete the “Site Visit” part of “I visited the Philippines from Kumamoto under JICA's Temporary summoning system for spouse and children” which I had started last year. 

According to the website of the Ministry of Foreign Affairs, in 2024, there were two robberies of Japanese nationals in Manila in October, three robberies in November, and two robberies with a handgun in December. Finally, in the January 2025 report, there were reports of injuries caused by gunshots.

In the previous”Arrival in the Philippines'' edition, I reported that I walked back and forth through the streets of Manila around 10pm for dinner. At that time, I watched with an eerie feeling as I watched the hustle and bustle of the nighttime streets of a foreign country and the unfamiliar armored cars that looked like cash transport vehicles coming and going. I think it would have been more scary under the current circumstances.

Robbery incidents seems to tend to concentrate around the end of the year, partly due to the influence of Filipino culture, which celebrates Christmas in a big way. However, it seemed unusual for the number of cases to be this large. My wife said that she was worried because she would have more opportunities to visit Manila for work.

Of course, those of us who are listening to the situation of the phillippines in Japan are always concerned about public safety in the Philippines, but this makes us even more anxious.

Now, my only hope for calming my feelings was that I visited the area in May and saw with my own eyes the environment in which my wife lives. 

To JICA Philippines Office
Monday, May 2nd. On our first morning in Manila, we first visited the JICA Manila office to say hello. Of course, we had reported our itinerary in advance and made an appointment, but Senior Representative and three or four people made time for the meeting. It was a relaxed atmosphere with small talk, but I got the impression that they spent a lot of time talking about the significance of Japan's volunteers working in the field, the current status and future of their activities, the support system, etc.

Up until now, I had thought I understood everything by getting various lectures from my wife, from JICA's website, and various information on the internet. In fact, various incidents and accidents have occurred not only in JOCVs but also in the overseas activities of Japanese people. When I visited a dormitory in Manila, I saw an article posted about the accident that was posted to alert the volunteers, and to be honest, I had mixed feelings about it even though I was prepared as a family to send her off. Moreover, it is hard to say that imagination alone can completely dispel the concerns about my wife who has almost no overseas experience and goes to a developing country with unstable security as a single woman.

However, as a result, I feel that being able to get a glimpse of the support system on-site has my feeling  to ask everyone for her assistance , as well as strengthened my resolve to watch over her.

The JICA office was a room in a group of beautiful high-rise buildings. The entrance was checked by a metal detector and a police dog, and the ground floor was guarded by police armed with shotguns. I was tired after visiting the office, so I couldn't help but sit down on the railing on the first floor. ...but apparently I wasn't supposed to be sitting there, and the armed policeman suddenly called out to me. Now that I think about it, he just only have gently told me, "can't sit there." But since I'm not used to it, I reflexively raised my hands and jumped to stand up. My wife told me later, In fact, it was a place where I couldn't lean on it because the structure would cause it to break. If only she had told me earlier… It was a little embarrassing to me that even passersby seemed to be looking at me like I was a country bumpkin.

Subsequently, a gun robbery targeting Japanese occurred in this area, which is considered relatively safe. Also, I heard that visiting JICA Overseas Cooperation　volunteers had their pockets suddenly searched on a nearby crosswalk, so I thought the situation was a bit tense.

After greeting the office, I headed to Batangas by express bus from the bus terminal that my wife always uses to travel to her workplace…To be continued...

Unfortunately, it seems that JICA's "JICA's Temporary summoning system for spouse and children" abolished in 2024. As of January 2025, it seems that the only visits are on-site inspection trips, which are planned every year by the supporting organization of J.O.C.V. (General Incorporated Association).
